HCCDC owns and manages the Mount Penang Parklands – a Central Coast precinct for tourism, recreation, business and education. The Parklands include over 8 hectares of landscaped gardens for community use and recreation, and a 27 hectare heritage business park.
Following consultation with visitors, tenants and residents, we have developed the Mount Penang Parklands Place Vision (PDF, 9.7 MB) that sets the direction for our management of the precinct, including improving the site for users and visitors, supporting leasing and development decisions and considering long-term outcomes.
The gardens
A regional attraction, and one of the Central Coast's iconic landmarks, Mount Penang Gardens boasts landscaped vistas that complement the heritage, character and setting of the Parklands.
The Gardens have been carefully designed to be full of character and thriving native flora, to be a place where the community can appreciate nature. Along with waterways and summer aquatic gardens, over 70% of the plants are native to Australia, and it's distinctive design sets the site apart from the traditional botanical garden.
Individual gardens are set on and around a large sculptural plateau and walled spaces, abstract pergolas, fountains, ponds, cascades and a 35-metre cantilevered steel footbridge. They are also home to the historical Wondabyne Sculptures that were carved from beautiful Gosford sandstone – a unique attraction, visited and enjoyed by thousands of people every year.

Heritage business park
Mount Penang’s open spaces, natural setting and historic buildings provide a unique precinct for business and education.
Our tenants offer a range of social, environmental and cultural benefits, and income generated is invested back into Mount Penang buildings, gardens and infrastructure.
Located midway between Sydney and Newcastle, the Parklands precinct provides huge open spaces, beautiful surroundings, free parking, good public transport and easy access to the M1 Pacific motorway.
Tenants include education, disability support, children's services, a cultural performing arts centre, and a café connected with the Mount Penang Gardens.
Unlocking potential
The Parklands provides an exceptional opportunity for development as a specialist business park leveraging off the light industrial uses in the vicinity, while celebrating and enhancing access to the unique heritage of the site.
Historically, the lack of services in the Parklands prevented private sector investment and the opportunity for the site to reach its full potential – however HCCDC has now delivered essential infrastructure upgrades including sewer, road, water and electrical works.
Visitors can now enjoy beautified streetscapes, improved pedestrian amenity, extra parking spaces, roadside landscaping and new native trees. Traffic flow has also been improved, with an additional access point at Frank Road reducing congestion at peak times.
The upgrades to Parklands Road and Frank Road (formerly Baxter Track) completed in 2023 mark the final stage of extensive improvements across the Parklands – creating a better place for recreation, education and work.
